New Guide to Aquarium?

I know it is assumed that the "cycle" of an aquarium before adding the fish in it, but can someone give me a complete guide on what to do, what equipment should I get? Be sure conditioner, but not sure about items such as kits waterproof, vacuum cleaners dirt, bacteria supplement, etc. I would appreciate if someone could tell me how to do a partial water change, clean filter sponge, etc. What shrimp about cycling the tank? How long does the cycle take? How do I "cycle" the tank? Thanks for all the answers!
